This was the most straightforward part of the construction – creating seawalls and jetties, then excavating the basin.
By April 1910, a clay embankment had been built round the area that would form the submarine basin and it had been pumped out. Foundation trenches were dug for the basin walls, the foundations were laid, and concrete walls constructed.
The basin area was then excavated with the dry spoil being used to reclaim the land north of this basin.
The submarine basin was excavated to give a depth of water of 15ft (4.6m) at low water spring tide, i.e. the lowest low tide mark.
