While work proceeded on the submarine basin, a second clay embankment was constructed round the site of the north wall of the main basin and the three dry docks. The embankment was complete and this area pumped out by April 1911.
Trenches were dug, and lined with timber to hold the concrete foundations for the walls of the basin and the graving docks.
By the end of 1911, the north wall was complete from the north-west corner of the basin to the No. 1 Dock entrance. Docks No. 1 and 2 had been excavated, and the walls and floor completed.
